Abstract:

How might our theorising change the context of these marginalised people? The Om Koi community is one of the poorest in the Chiang Mai province of northern Thailand. Water is precious and crucial to local livelihoods. The State is distant, grappling with how to deal with governance issues at the scale of river basins, let alone the micro-watersheds of the Om Koi district. However,the spectre of inter-basin diversions from the nearby Salween river basin - which nourishes Burma - routed via massive tunnels into the Chao Phraya system - which eventually waters the Thai capital of Bangkok - raises difficult issues about choice and distribution of benefits, with many actors involved. What is the role of local actors in the governance of large scale schemes which may transform their lives? There is no paper for this Om Koi presentation. The issues are explored in following papers. This presentation would be a brief FILM demonstrating the use of participatory media as an empowering tool. |
