Abstract:

Much recent work in international political economy has sought to theorize the politics and problems of the key international economic institutions. Insufficient study, however, has been devoted to the discursive practices that undergird their policies. In this paper we address this issue by critically examining the actors and discourses framing the trade and development agendas of the WTO and the World Bank. In doing so, we argue that the discursive shifts in the WTO and World Bank are progressive in terms of incorporating the arguments of the left, yet at the same time have disempowered counterhegemonic discourses and paradoxically reified prevailing trade and development paradigms. |
