Abstract:

How do we think about security? How should we think about security? What was one of the least contested concepts in political studies during the Cold War has become one of the most contested. This paper surveys contending ontological, epistemological, and normative perspectives on security referents and securitization, arguing against the possibility of a reified, or even a privileged, understanding of security.

The Concept of Security in a Globalising World* Steve Smith University of Exeter This is a fascinating and somewhat frightening time to be reflecting on the nature of international security. On the one hand no discussion about it can ignore the events of September 11 2001 events which are often presented as ushering a new era of `post- modern conflict'. On the other there is the dark shadow cast by the Kashmir crisis and for the kind of more
by the dominant to control the world. Thus if we accept these theories uncritically we are in danger of re-constituting the world of the dominant and re-establishing their/our power; I see the task of academics not as reinforcing power but as questioning it and trying to develop theories that have practical use for more than just the powerful. This requires both the broadening of the concept of security and the deepening of its referent object and it requires accepting
