This paper aims to explore the dynamic relationship between visuals in television broadcasts, information processing in individuals, and security policy decision-making in terms of setting the agenda of threat. Two important lacunas are addressed: the cognitive processes that lead to the formation of decision makers' perceptions of threat and the specific influence that news visuals have in this process. The main emphasis of the paper is on building a theoretical frame of reference that generates arguments that later can be applied to an empirical case, such as Swedish decision makers' reactions to 9/11. A tentative research design is also presented, suggesting the methodological direction and basic techniques (qualitative interviews and experiments) that will structure the empirical part of the research project. |
