U.S. Counterterrorism Strategy: Clinton vs. Bush--Similar Policies, Different Approaches |

From 1993 to 2001, during two successive terms in office, the Clinton administration developed a relatively cohesive counterterrorism strategy. As a response to the attack on the World Trade Center in April of 1993 and the Oklahoma City bombing in 1995, the Clinton administration developed a four-prong strategy to counter the threat of terrorism. This strategy consisted of four basic policies: economic isolation, multilateral cooperation, increased resource allocation and, as a last resort, retaliation. Since taking office, the Bush administration has adopted the same basic principles in its war on terrorism. Despite the fact that the policies of both administrations are very similar their fundamental approaches to the problem differs. While the Clinton administrations defined terrorism primarily as a law enforcement issue the Bush administration has defined terrorism as a military problem. It is this difference in approaches to terrorism, rather than a change in policies that accounts an apparent shift in counterterrorism strategy. |
