Tackling the Anarchy Within: The Role of Deterrence in Peace Operations

Abstract:

This paper seeks to explain the mitigated success of peace operations in civil war settings within failed states. My purpose is to inquire whether the adoption of a deterrence strategy enables peace operations to improve their efficiency and to better respond to such civil wars. Proposing a theoretical framework showcasing deterrence as an analytical tool to study the use of force, I highlight two major challenges for peace operations: the prerequisite of re-establishing a degree of public order before undertaking political procedures toward peace building and the coordination of the various members, elements and structures of the operation. I compare the application of operations' leaders' strategies and question the extent to which efficiency is a function of coercive potential and the extent to which non-coercive means backed by this coercive potential are responsible for the success of an operation's mandate. I conclude by evaluating problems relative to the transposition of international relations theories to intrastate contexts and by assessing long term impacts of deterrence on peacebuilding.
