IDP Methodology - A New Approach to Evaluating and Improving Ethnic Relations Through Institutional Capacity of Public Administration Units in Poland |

In a modern globalized economies, sub-national (local) public administration units have new roles to play as moderators and facilitators of economic and social development as well as organizers of public services delivery for local communities. They are especially vulnerable for ethnic prejudices and discrimination. In order to improve ethnic relation on mixed ethnically territories, local public administration authorities had to review their previous way of provision services and improve the balance and fairness services and cost-effectiveness of services they deliver. This process is quite advanced in some of the new European Union member states, but for the new Central, South-Eastern democracies this process has just only started. Insufficient institutional capacity for management and functional improvements remains a primary obstacle in this is region. Utilizing self-evaluation of institutional capacity of local public administration units at the countrywide scale may significantly speed-up the process of knowledge management and performance improvements in public administration units to protect rights of ethnic minorities. It appears that for majority of small local public administration units were on mixed ethnic areas (primarily consisting of German but also Czech, Ukrainian and Byelorussian) minorities throughout Poland, of which majority has very limited institutional capacity, creating a generic model of good, fair, modern public administration management practice would be of significant assistance. Such an ideal model was a point of reference for planning and implementation of management improvements, especially for the weaker and small units. The point of departure of presented project are experiences of Local Government Partnership Program sponsored by the USAID in Poland in towns with strong German minorities. The World Bank funded Institutional Development Program (IDP) for Local and Regional Public Administration units aimed at developing and testing such rigorous methodology took it further. The IDP Method developed under the program managed between 2001-2004 by the Polish Ministry of Interior and Public Administration consisted of three packages of tools: (1) Self-evaluation methodology for the individual public administration units (diagnosis of status of institutional development); (2) Set of tools supporting planning of systemic management improvements; (3) Set of tools supporting implementation of the institutional management improvements. Of the three, the first one should be of special interest for the Conference audience. Polish-German and Polish Ukrainian relations improved in the last decade trough incremental process of small changes and improvements of institutional setting giving chance to express their view by minorities. Several failures in improvement of ethnic relation the process of reforming of public administration on the local level was faced. Improvements of the public administration institutional capacity of handling perceived problems in this regards was often constrained by lack of funds to hire market-based management consultants to design and assist in the process. Such interventions were thus limited to those targeted by international donors. Even there were limited to introduction of few independently used management tools, which is not effective from the perspective of citizens. Presented paper discuss methodological framework for diagnosing management systems and trough this helps to manage resolve potential institutional and ethnic conflicts. Elements of the diagnostic protocol (based on five-grade scale) and associated tools allow for performing a detailed in-house analysis of management systems is presented. The balanced and fair provision of services based on horizontal cooperation between communities with different ethnic origin in another aspect can not be under-estimated in the part of Europe where there is an inefficient, hierarchical system of internal communication in the organizations, and therefore there is virtually no institutional knowledge building in public administration. The tool requires a partnership approach within local government units and building capacity of the new management culture development. The presented paper provides also some possibility of aggregating results of analyses at the national level to identify patterns and develop national policies aiming at improving ethnic relation and giving the voice for ethnic minorities. |
