has not been much examined by quantitative scholars. It is an important area that should
not be neglected, particularly in light of modern developments in democracy in Iraq and
elsewhere. What will be the effect of democracy on a population so unaccustomed to
liberty?
Under Saddam Hussein’s rule, women and minorities suffered extreme
inequality; will this change quickly under a democratic system, or gradually, as in
America? Or will it change at all if the legislature does not proportionally represent the
population?
These are motivating questions to ask, and we look forward to further
investigation in this area of research.
