Is Representation Lost in Translation? The Relationship Between Popular Votes and Electoral Votes in U.S. Presidential Elections, 1992-2000 |

We extend Garand and Parent’s (1991) analysis of the translation of popular votes to electoral votes to the elections of 1992, 1996, and 2000. Employing King and Browning’s (1989) empirical definitions of partisan bias and representational form, we find that recent presidential elections have been highly majoritarian in nature, with electoral vote changes being extremely responsive to popular vote changes. Additionally, we find the elections of 1992 and 1996 to be very biased toward the Republicans, with a near absence of bias in the 2000 election. Small uniform increases in the Republican (but not the Democratic) vote would have resulted in a substantial electoral vote payoff in 1992 and 1996, in part because of the third party candidacy of Ross Perot in each election. We discuss the implications of these findings and suggest that electoral votes in the near future are also likely to be extremely sensitive to swings in partisan popular vote proportions. |
