Abstract:

If authoritarian practices continue within the police institution even twenty years after the democratic transition, what affect did the transition have on police violence? In order to address this question, this study focuses on the actions of the Argentine Federal Police in two periods of Argentine history. The first period (1976-1983) spans the duration of the most recent military regime, while the second period (1984-2004) covers the transition to democracy and the democratic period that followed. This study considers two research questions: (1) how much and what kind of police violence existed during each period? (2) how was police violence justified and legitimized during each period?

From Guerra Sucia to Gatillo Fácil: Violence and the Argentine Federal Police Twenty years ago Argentina made the transition from an authoritarian dictatorship to a freely elected democracy. As a response to the state sponsored terrorism of the military regime's "Dirty War" against subversion the new democratic regime implemented institutional reforms and pursued a strategy of transitional justice. These strategies included criminal trials against former military junta leaders and a truth commission set up to investigate "Dirty War" disappearances.
in which "heroic" security agents protect "innocent citizens" by battling "dangerous subversives " the newspapers of the democratizing regime show the police as both heroes and perpetrators. Some articles show the police defending the state and its citizens against crime; however the majority of the articles cast doubt on the effectiveness of the police or show the police to be criminals.
