Politics and Policy at Texas State Party Conventions, 1994-2004 |

Using state party conventions as a setting, this paper examines intraparty politics in Texas between 1994 and 2004. The conventions were studied through journalistic accounts and, beginning in 1998, personal observations and interviews. Scholarly sources were consulted to put events and trends in perspective. The analysis found that conflict over party leaders and policy and procedural questions was greater among the Republicans. Moreover, many Republicans, especially at the start of the period, were less committed to the party than to favored causes. As time progressed, there were increases in Republican unity and organizational commitment. The findings were related to the parties’ electoral fortunes. They also shed light on their internal cleavages (e.g., divisions over the role of Christian conservatives in the GOP), efforts to promote diversity, and organizational evolution. |
