Abstract: The paper presents a simulation class on state-building. The course draws upon state of the art research in comparative politics and is designed to facilitate students’ application of theory to real world situations. The students simulate a constitutional convention for an ethnically divided society and attempt to create a democratic constitution acceptable to the domestic population. The paper also discusses variations on the simulation and challenges encountered.
