A Study of New Communication Technologies and Civic Engagement : A Time to Reconceptualize the Research Constructs?
Unformatted Document Text:  20 • Application (voice, video, encrypted connection) • Content (conversation, video stream, e-commerce transaction) While this model is radically different from the way regulators have traditionally approached communication issues (i.e. at the level of a communication medium), it definitely offers a more clear and efficient approach to the issues of communication policy and regulation. Even more importantly, I believe that my five-dimension model of communication technologies corresponds to the first three layers (data link, network and application) of the Aspen model, while content dimension obviously deals with the fourth. In addition, I believe that human experience of using a communication medium is relevant for all four layers in the above model of an IP environment although it may be the dimension most difficult to measure and quantify. At the same time, it is probably the most relevant for making policy decisions. Finally, I suggest that all three models presented in this paper (i.e. communication technology, social capital, and communication policy) can be seamlessly integrated into one coherent theory describing the relationship between human behavior, communication technologies and democratic institutions in the information age. While this certainly is a very challenging task, I believe that it is definitely a worthwhile endeavor.
