Young migrants in the borderlands: femicide in Cd. Juárez and the state discourse and initiatives on female working class, brown citizens in the border.

The rise of single motherhood, increasing divorce rates, crime and violence, in general, are constructed as the result of working-class migrant women’s promiscuity and their moral loose-life. The moral preoccupation of the breakdown of public morality, the collapse of law and order, and the evils produced by the permissive society, have been in the public agenda to avoid changes in the socio-economic fabric of the city. The construction of an emergent decadent society has allowed the State to be more coercive towards the most vulnerable sector of the society: the working-class women. Stuart Hall (1978), have posed similar questions as to the moral panic over violence in the early 1970s in England during a period of political economic and racial conflict that generates social anxieties in members of all classes. The call for punitive actions and for a traditionalist, disciplining approach to crime is more appealing across class lines than a liberal reformist approach when the moral panic was orchestrated by public moralists in the media and in the courts to deal with these anxieties. Cd. Juárez/El Paso area is witnessing a similar moral panic for the apparently “new” phenomenon of someone seeking to free themselves from “traditional” classifications. In this anti-feminist backlash, the liberation of women is linked with a cluster of social problems, the permissive society, and the breakdown in law and order and in public morality. Abortion, pornography, sexual promiscuity, drugs and public acceptance of homosexuality are linked together. In Cd. Juárez, a program of moral values was created as a reaction to the moral panic. It is targeted at working-class women who are considered transgressors of the social and moral order of the city. Violence against women is framed in such a manner by the groups in the sociopolitical power structure that develop fundamental policies, so as to support sustain, and reproduce male supremacy.
