Francisco Barrio, the ex-governor of the opposition party PAN (Partido de Accion Nacional [National Action Party] from 1992 to 1998 and the current governor of the PRI, Patricio MartĂ­nez have supported an educational program of moral values to counterbalance the moral decadence prevalent in Cd. Juárez. According to ex- governor Francisco Barrio, what killed women was women’s lack of moral values, their decision to go out at night, their provocative way of dressing and their double life. The director of the “programa de valores,” explained to me the origins of the “programa de valores” in Cd. Juárez. “This is a program of ethical values. The four main virtues are justice, strength, control, and prudence. The objective is to make free people, with self-critical sense, with ethical and responsible behavior. This program was created in 1994 because there was a diagnostic of the city and there were cases of teenager pregnancy, domestic violence and killings of women. So people were losing their values. We thought we are losing values we have to find them. Thus, the private industry created the funds of this program. This program is easy to implement. The government of Francisco Barrio financed a pilot program and right now we are covering 45 % of all primary schools in Juárez” According to the director of this program, the “programa de valores” was created as a direct reaction to what was perceived as a general lack of discipline on women regarding their failure to continue in their “voluntary” caring roles and to promote a “traditional” morality within the home. A core component of this program is to straighten women so that they do not keep contributing to a general lessening and removal of civic standards. The program does not mention any change in the economic and political structure of the city, nor long term strategies that attempt to modify gender relations and living conditions of women. The director explained to me some of the reasons why women in Juárez get killed:
