Morris was the first person prosecuted under the Computer Fraud and Abuse Act, and the
government proceeded against him in part to emphasize the punishments available for
those who violated the law. A host of Internet legislation has followed.
As with the construction of AIDS, early metaphors about the Internet hint at our
fears about the future, specifically our fears of the unknown effects of the computer on
us, our fears of technology out of control. Rhetorically we talk about the virus as
belonging to the computer, yet the more that the computer becomes, as Marshall
McLuhan (1964) predicted, an extension of the human senses, the more it seems possible
that the plague visited on the machine has consequences for humanity.
