William James Stover teaches international politics and international law at Santa Clara
University. He earned an M.A. in international relations from the American University
(Washington), School of International Service, and a Ph.D. from the State University of
New York (Buffalo). His research and writing have included work on military politics,
international crisis behavior, and information technology in world affairs.
