That is, it can propose amendments to legislation passed by the lower house, but can be overridden by an absolute majority of the lower house. Focusing on the case of the Czech Senate, it finds that such institutions act mainly in an efficient manner: they correct errors in legislation and thus help to make the lower house better off. In a minority of cases, the Senate appears to have political effects – shifting the ideology of the bill – but mainly where the original bill is far from the lower house median.
