History, remaining in Cambridge to work for a doctorate in
international economic history. After a series of postdoctoral
positions in London he moved to the University of Warwick, where
he taught international political economy for many years before
accepting a post at Cambridge in 1998. He is the author of several
books, including E. H. Carr and International Relations (Cambridge
University Press, 1998) The North-South Dialogue: a Brief History
(Pinter, 1983) and The Logic of Anarchy (Columbia University Press,
1993, with Barry Buzan and Richard Little). Currently working on
two books: States of Exception, which examines the close kinship
between the twenty mainland American republics and War Within
Reason, which is an expansion of this paper.
