The term Black SOF is a euphemism used to describe the units in the wider US Special Operations Command that focus
on unilateral direct action missions – capturing and killing the enemy-versus those missions intended to be conducted “through, ,by, with” partner nations and indigenous forces. These missions and the units that conduct them are often referred to as “White SOF”.

John McCuen points to one example of incentives to field effective COIN forces from the Greek National Guard Defence
Battalions (Tagmata Ethnofylakha Amynhs). These “T.E.A.” units have regular army cadres at battalion and company level and at one point, notes McCuen, Army officers graduating from the senior officer War College were required to serve with the T.E.A. as a prerequisite for promotion. McCuen, p. 111.

The benefit of locally recruited troops is greatly eroded if they are not representative of the threat demographic e.g. a
Shiite militia with foreign cadre will be significantly challenged in its efforts to gain access to local knowledge that enhances effectiveness against a predominately Sunni and Sunni supported insurgency.
