leader because he clearly identified the gravest evil of his time, and explained the stakes to
his people and supporters in America in a way that invigorated their fight against it. But his greatness also lay in an ability to identify and embrace the lesser evils—even if it were a die-
hard fascist dictator—and use such tainted relationships to accomplish a realistic but supremely important political goal, like Spain’s non-belligerency. If Churchill seems “like a
Texan” to some, it is worth remembering that in this case he did not call a spade a spade, and he did not insist that Franco choose to be either a friend or foe, because the “friend”
option was not politically possible or even desirable. Somewhere in the middle—morally and strategically ambiguous—was actually just right. And Churchill was willing to pay to get it,
and in return, take a good deal of ingratitude, provocation, and public insult from Spain’s leaders. That too was the sort of politics and vision of Churchill—and Franco too—that
defeated Fascism, or at least Hitler’s version of it.
