Keeping Order During Chaos: Federalism and the Public Safety Policy Responses to Katrina
Unformatted Document Text:  Abstract Hurricane Katrina ignored geographical boundaries. The destruction wrought by the hurricane left local, state, and federal actors in the position of rescuing survivors and providing for public safety. A significant portion of New Orleans police officers left the city, and National Guard troops did not arrive for several days. In the midst of this chaos the remaining New Orleans police, and a ragtag collection of volunteer peace officers tried to bring order to the city. Policing in a disaster is very different than any other public safety circumstance. We detail these actions, paying close attention to the public safety policies employed, and the importance of local, state and federal actors. 2
