Abstract:

How does the presence of non-governmental organizations influence participation at the local level in weakly democratic settings? I agree with existing literature that NGOs tend to increase political participation. However, I argue that, in weakly democratic settings, this increase includes contentious forms of participation like protest and demonstrations. My argument is that in certain institutional settings, protest becomes an attractive means of participating in politics. When formal institutional mechanisms of participation are ineffective or exclusionary, NGO activism will increase levels of protest as well as civic activities like voting. This article provides an empirical test of these questions using original data from the municipal level in Bolivia, comparing changes in NGO density and levels of protest and voter turnout over 314 municipalities. The paper makes three contributions. First, at the theoretical level, my research demonstrates that NGO activity heightens participation, not just in formal politics as has already been argued in the literature but also via non-formal contentious modes. Second, I contribute an original municipality-level data set on NGO density, voter turnout, and political activity that will be of particular value to scholars of Bolivia and social movements. Finally, my research distinguishes between the impact of international NGOs and local NGOs.
