Abstract:

New Jersey has developed an ambitious language policy integrating assessment, policy change, and professional development. Proficiency scores from 35,000 Grade 8 students show how program model and student characteristics affect learning. Results are being used to inform policy decisions and as a professional development tool to foster reflective practitioners.
