Evaluation of the Rikers Island Discharge Planning Initiative (RIDE)

Abstract:

New York City established a multi-agency and multi-provider initiative in 2004 to provide discharge planning services to ease the reintegration process and produce better post-incarceration outcomes. The mission of RIDE is to engage clients in discharge planning services to prepare them for release and help prevent re-incarceration and homelessness. To that aim, a variety of services are available to each inmate who is discharged. The program begins during confinement where the service providers create individualized discharge with referrals to community-based services. Each of these agencies generally offer up to 90 of community management and inmates are provided with information and encouraged to enroll in the program at RIDE Support Centers upon admission to and discharge from Rikers Island Correctional Facility.

This study examines the impact of discharge planning (RIDE) on recidivism by examining jail histories and outcomes of city-sentenced offenders from Rikers Island who received different dosages of discharge planning services. The study compares those offenders who remain in 90-days of community-based services verses those who do not complete their 90-day service plans. The differences between those who volunteer to enroll in the program verses those who decline will also be explored.
