Abstract:

The disregard for Congress displayed by George W. Bush’s White House can be cogently explained by the rhetorical presidency construct fashioned by Jeffrey Tulis two decades ago. Yet, Bush’s presidency is not the rhetorical presidency of 1987. His rhetoric of compassionate conservatism demonstrates that the systemic dilemmas of governance described by Tulis have intensified. Facing the relentless pressure of inflated expectations in an age of instant information, Bush repeatedly turned to compassionate rhetoric as a form of popular leadership that not only undermined deliberation, but also, contrary to our expectations, eschewed the strategy of going public. These attempts to unilaterally govern without Congress characterize the ethos of the hyper-rhetorical presidency.
