Abstract:

The ability to persuade the publics of foreign lands if anything will become more important in an era dominated by fears of terrorism and informed by the inadequacy of military solutions to political problems. Yet systematic testing of this critical tool of foreign policy remains poor. I present here a synopsis of the public diplomacy efforts,
the problem of testing and the outlines of how the problem might be addressed.
