Party Organizational Culture in the U.S. States |

Research in the field of organizational studies for a long time has examined the culture of corporations and how these cultures are related to the behavior of the organization itself and of individuals in the organization. However, organizational culture has not been widely studied in political science. We believe this concept can be applied to political parties; measures of party organizational culture can be used to understand how party organizations function, what political parties do, how they influence the behavior of members and ultimately how they influence public policy.
Drawing from studies of organizational culture in the management field, we have conducted a pilot survey that assesses the organizational culture of the political parties in Rhode Island and Michigan. We identified a number of dimensions of organizational culture from the literature that are relevant to party organizations and constructed a new survey measure designed specifically for parties. We surveyed county party chairs, state party committees and state legislators from both the Democratic and Republican parties in both states.
In this paper, we examine our first set of questions which deals with describing the cultures of the political parties we are studying and explaining some of the variation across parties. This first look at the data provides some interesting findings and shows the utility of the concept of party organizational culture. The parties exhibit relatively coherent cultures that are in many ways distinct from each other. There are clear differences between the parties in Michigan and Rhode Island and differences between Democrats and Republicans. Party organizational culture is not uniform. |
