Deference to Authority and Judicial Persuasion to Support Rights in Russia |

Abstract:
|
Public support for minority rights plays an important role in minorities actually securing and protecting those rights. In countries like Russia where public support for minority rights is low, how can attitudes be changed? Our prior research showed that institutions such as the Supreme Court, Constitutional Court, and State Duma have the potential to persuade Russians but that persuasion to grant rights is much less likely than persuasion to deny rights. Importantly, a minority of Russians can be persuaded to grant rights. Here we seek to identify and explain this minority. Paradoxically, we find that a usually unpalatable characteristic, deference to authority, is significantly related to the potential persuasion to grant rights. |
