Abstract:

As evidence of the shifting and declining civic and political engagement of young people accumulates (Zukin, Keeter, Andolina, Jenkins and Delli Carpini 2006) academics and practitioners ponder the most appropriate way to undertake civic education. This paper suggests an alternative approach to civic education constructed from theoretical and empirical contributions from political science, education and developmental psychology. I suggest that while adolescence is indeed a critical period for development of life-long engagement habits it is not due to the acquisition of civic skills but rather it is the repeated practice and mastery of previously acquired skills that is central. This framework remains largely theoretical – our capacity to measure some civic skills remains elusive. However, empirical and theoretical work from disparate fields lends credibility to the basic argument. This paper is written to test the ideas and encourage more work in these areas.
