Significance of Professional Legal Education Reform in Hong Kong to Practical Skill Training in Chinese Law Schools: A Critical Assessment

Abstract:

Since the early 2000s, Hong Kong has been reforming its professional legal education from a ‘knowledge-based’ course to a ‘skill-based’ course. The new Hong Kong professional legal education course emerging in 2008 is unique in that represents a collaboration of the government, the legal profession and academia. It also offers insights into how Chinese law schools can strengthen its practical legal training in future.

This paper first considers the development of Chinese legal education and evaluates its problems, including inadequate practical legal training, impractical teaching materials, obsolete teaching methods and weak linkage with legal profession. It then examines the recent professional legal education reform in Hong Kong, and its significance to Chinese law schools. Finally, it evaluates the implementation issues that Chinese law schools may encounter if they undertake similar reforms, including collaboration with local legal profession, changing the learning culture of students and changing the law school teacher profile.
