For instance we have 60 responses from Italy and 49 from Germany, but only 1 from Malta and none from Luxembourg or Cyprus. This trend reflects several factors: our ability to reach the target group, their willingness to reply, and the difference in the size of the target group in EU member states. For example, we could find no Political Science PhD programs in Malta or Luxembourg. In Cyprus, only the University of Cyprus confers such a degree, although the Political Science Department is not taking any new doctoral students currently. In spite of our efforts, we could not reach the students they still have. To be able to judge how much we can generalize from our sample to the full population of universities, we also collected information on what institutions offer PhD degree in Political Science in the European Union. Then we contrasted this list with the institutions where our respondents have been enrolled. Occasionally, we found a difference between the two lists in the sense that we got responses from respondents associated with institutions that we did not have listed as PhD giving institutions in political science. While it is not impossible that there were mistakes in the latter list, we suspect this difference reflect structural conditions rather than mistakes. Political Science is a broad field whose disciplinary boundaries are not clearly defined. Furthermore, it is divided into sub- or 8
