Are the powers given under the Patriot Act to give law enforcement officials the right to engage in “roving wiretaps” which monitor all phone numbers of a suspect rather than a specific number or “trap and trace” where officials can monitor all points of origin and destinations of internet messages (but not their content) if a warrant is obtained. 10
