Support for Small Farms in Japan: A Combination of Competitive Grants and Conditional Subsidies

Abstract:

This study will consider two types of support for small farmers in Japan: the US model of competitive grants and the Japanese model of conditional subsidies already in place. A model of the impact of using a combination of both forms of support under a budget constraint will be developed to design the optimal system for supporting small farms in Japan. We also focus on nonprofit organizations as agents of farms which practice the projects, because local governments are deteriorating the role of supporting small farms in Japan. Finally, we will clarify the principle of designing the support embedded socially.
