Closing the Rural Broadband Gap: The Results of a Field Experiment

Abstract:

Rural broadband Internet adoption lags behind urban areas even after accounting for urban-rural differences in the availability of service. We investigate the factors that lead to the gap in adoption and its impacts on rural residents. It reports the results of pre-post surveys of broadband adoption, the psycho-social factors affecting adoption, and the effects of broadband Internet use on social capital in four communities with broadband providers who received RUS funding at the start of the study. Prior research explained the broadband gap in terms of the demographic “deficits” of rural communities to which we add socio-economic status. We also examine motivations for Internet use and broadband adoption that lead to suggestions for social marketing campaigns that might further promote effective utilization of the Internet by rural residents. The effects of broadband deployment on community attachment, community satisfaction, and entrepreneurial activity among rural residents across four years are examined.
