Can Gestures of Goodwill from the State Condition Attitudes in Post-Authoritarian Democracies?: A Field Experiment

Of the 1,000 households in this wave a subsample of 772 was randomly selected to participate in the letter experiment because they resided in neighborhoods that had previously been earmarked for state development funds. Of the randomly selected households 254 were randomly assigned to the control group and 518 were randomly assigned to the experimental group. The experimental treatment consisted of two parts. First, treatment group members were asked an additional question at the end of the first wave of the survey, which said: Finally, since we have talked a lot about PIPCA 4 and the work of the State Government, I wonder if you could tell me what you would like fixed in the next year in this neighborhood. We plan to send a report to the State Government with a list of the main problems and I'd definitely like to include your personal views in this report. The second part of the treatment—administered two weeks after the first wave was completed (mid July 2006)—consisted of a letter from the State Secretary of Urban Development thanking participants for their comments (see Appendix A for a copy of 4 PIPCA Air Quality Improvement and Street Paving Program is a State run program originally intended to reduce smog by reducing the amount of dust produced by dirt roads.
