The following table shows the comparison of the mean of the populations of respondent park districts and parks and recreation departments. So, not only do park districts spend more money per capita than parks and recreation departments, they serve more people, creating substantially larger operating budgets. To determine if park districts provide services efficiently, the following table compares the budgetary and staff efficiencies of the two structures of government. park districts spend more money per capita than parks and recreation departments, they
serve more people, creating substantially larger operating budgets.
