Abstract:

Once regarded as a country comprised of one ethnic group, one language, and a homogeneous culture, South Korea has transformed to a multicultural nation where diverse ethnicities, languages, and cultures are coexisted. The educational system which has been developed in its homogeneous context is now challenged by the new phenomenon that have brought diverse students in the system; children of international marriage couples, children of foreign laborers, children from North Korean refugee background. This study intends to discover language issues in educational policy in South Korea relating to the cultural and ethnic minority students named as "the multicultural family". Multicultural educational policies are analyzed in light of the language rights and the educational rights of the students. Considering the inherent complexity of the language issues which are intertwined with cultural, social, economic, and political factors, this study intends to uncover ideology issues that are underneath of the multicultural educational policies of the country as well. Critical sociolinguistic theories are adopted as the analytical framework of this research.
