Managing a Random “On-The-Spot” Lottery in Re-Entry Services

Abstract:

Successful reentry for incarcerated offenders remains a serious challenge to most correctional agencies across the country. The Prisoner Reentry Employment Program (PREP), operated by San Diego’s Second Chance organization since 2003, has been lauded by the U.S. Senate as an effective solution for inmates released from state prisons and county jails. However, this project has not undergone an experimental evaluation until now. The purpose of this presentation is to describe the challenges associated with conducting a randomized field experiment in a community-based, re-entry setting, and to outline the rationale and process for establishing an onsite “lottery” to determine study group assignment. Other issues that will be discussed include sampling considerations, assessment of treatment integrity, and development of a collaborative relationship between treatment providers and researchers. Special focus will be given to describing these features in the context of the CONSORT statement.
