Abstract:

Creating and sustaining a support system for internal and external research is the subject of the paper. Entering an office dependent upon a paper-driven records system in delayed transition to a computerized system necessitated a range of subsidiary activities. Local desire to institute a CompStat capacity to support operational concerns dovetailed with demands for more precise evaluation tools. Institutionalizing responsive cooperation with research needs required a set of political and team-building skills not usually required in social science research, particularly when operational demands conflicted with cultural expectations. These and other issues are explored.
