Abstract:

Battered women shelters are an essential component of Domestic Violence Programs. This study investigates the guiding philosophy that led to the development of the shelters. It traces the timeline of the growth of shelters. It then discusses the gap between the guiding philosophy and practice. Further, based on interview data gathered from service providers, researchers, victims, survivors and feminists it elucidates instances where the philosophy was trumped by the need for attracting funds for sustenance. It concludes by presenting strategic ideas to meet the philosophical objectives without sacrificing practical issues.
