Abstract:

This study examines the case of Parents Involved in Community Schools v.
Seattle School District No. 1 (PICS, 2007) and its implications for school
policy and governance. In PICS, the Court struck down two race-conscious
school assignment plans aimed at achieving greater racial integration in the
schools. While many were quick to condemn “the” ruling, the findings of this
study suggest legal conclusions drawn in Seattle offer a roadmap previously
unavailable with respect to informing “policy and practice.”
