Abstract:

This paper describes the use of the issue memo as a policy tool. Students identify an authentic school level issue, draft and continually revise an issue memo through meeting with several special interest groups in their schools, using the memo as a focus of discussion. Qualitative data gathered from student interviews and discussions indicate a range of uses for the issue memo, as well as the development of a micropolitical skill set.
