Possible Explanations for Poor Rater-Agreement on Risk Measure Scores in Texas SVP Proceedings

Abstract:

Texas sexually violent predator statutes require behavioral abnormality evaluations for sexual offenders considered to be eligible for civil commitment. These evaluations include the use of risk-related measures. Though research studies have demonstrated strong rater-agreement values for these measures, real-world studies indicate the findings may not generalize to clinical practice. This study examined possible explanations for lower rater-agreement values on the risk measures by coding deposition testimony. Experts were often asked to describe differences between their scores and those of other experts, but rarely explained why they disagreed. Experts who provided explanations attributed differences to scoring errors or different interpretations.
