Hold the Fries: Europe Declares War on Obesity

Abstract:

This paper elaborates on Greer's conclusion that certain aspects of health policy are slowly becoming Europeanized by examining the current campaign to improve diet/nutrition/physical exercise in the EU. This campaign is driven by EU institutions, without much input and support from member states and national NGOs. Because the EU institutions have a weak mandate to issue legislation, they liberally rely on the diffusion of international medical knowledge to convince member states to declare war on chronic diseases. This paper will argue, however, that the European approach to combating lifestyle diseases (and choices) takes on a particular tinge that reflects the limited powers and capacity of the EU to truly shape and define this policy field. The War on Obesity, which borrows much from the American discourse/approach, looks quite different once it makes it way through the European decision making channels.
