Abstract:

As one of the most important steps in China’s education reform, China’s top-down education reform in high school education started in the late 1980s. The primary goal to reform high school education was to reduce students’ school burden, to correct the one-sided pursuit of promotion ratio for colleges, and to redirect the test-oriented education to a quality education for students’ all-rounded development in a global context. Through a document study and interviews of students, teachers, school administrators, parents, officials of local education bureaus and local government, this paper tries to uncover the discrepancies between the policy making and policy implementation in China’s high school education.
