Abstract:

This ms. seeks to explain how Commission officials conceive of their institution's role in the European Union. Do they want the Commission to be the government of Europe, a normal civil service, or Monnet's neofunctionalist vanguard? What is the role of ideology, nationality and interests in shaping their views? And how have these views changed since the mid-1990s? The study is based on a new survey among a representative sample of Commission officials (N=2021) complemented with in-depth interviews (N=135).
