Between Politics and Administration: The European Commission and the Changing Role of the Cabinets

Abstract:

Although the personal staffs of European Commissioners play a crucial role in supporting the work of the College and in the operation of the Commission more broadly, relatively little is known about their work. Drawing on data from a recently-conducted survey among a representative sample of Commission officials (N=2021), complemented by in-depth elite interviews (N=135), this paper investigates their method of operation, functions and role perceptions. It look, first, at differing conceptions of cabinet roles and their implications, comparing the perspective of the services with those of cabinet members. Second, using data collected by the author in the mid-1990s, it examines how these perceptions have changed since the mid-1990s. Third, it investigates the changing role of the cabinets and how this reflects, but also reinforces, broader changes at the heart of the EU executive, including the decline of collegiality and the rise of presidentialism.
