Abstract:

Research in the aftermath of the 2003 US invasion of Iraq showed a marked decline in European public support for NATO, and a corresponding increase in support for alternative national or European defense arrangements. This was particularly true for individuals with negative views of the United States. This paper carries the analysis forward as two countervailing forces shape European attitudes towards multilateral defense policy. The election of Barack Obama has dramatically improves Europeans' opinions about the United States. However, the NATO war effort in Afghanistan is increasingly unpopular. How these two developments counteract each other will determine the course of public preferences for a NATO or CFSP based defense policy over the near term.
