Bridging Gaps of EU Democratic Deficit Debate: The Quality of EU Democracy

Abstract:

The debate developed on EU democratic deficit since the early nineties was fruitful regarding the scientific results and for important contribution that has given in placing to the centre of the attention of European studies the problem of democracy. However, there are still several limitations that have not yet been resolved. Two questions have not yet had a convincing answer: is it possible to assess empirically the quality of EU democracy, even in a comparative perspective? Is it possible to use the definitions of democracy developed in the national level also at European level? First, this essay critically traces the debate on democratic deficit, highlighting the different theoretical approaches and different contributions during these years. In the second section three main gaps are highlighted: from a theoretical, empirical and methodological point of view. The last part contains the proposal of a strategy of empirically-oriented comparative research for the analysis of the quality of democracy in EU.
